Build a ball with old newspapers and wrap it with a piece of cheesecloth. Tie the cloth together with raffia or any other string. Attach a nylon thread on top of the head so the ghost can be hung. And with a Sharpie draw a ghost face.
The ghost on the image below have a nylon thread on top of their heads as well as on their arms. No string was tied around their neck. They look great hanging from a tree.
